Implementing a Forest Agreement

Once a forest agreement is in place it is continually monitored to ensure its milestones are being implemented. The progress of implementing milestones must be reported on each year, and the report made available to the public (see above).

A forest agreement sets out the 'process' by which forested areas may be sustainably managed. A forest agreement must include provisions that address:

  • Ecologically sustainable forest management (ESFM).
  • Sustainable timber supply from operations out on land covered by the agreement.
  • Community consultation on forestry operations.
  • Arrangements relating to native title rights and interests or Aboriginal land claims.
  • Other matters the Ministers consider relevant that are within their Ministerial portfolios

These provisions are implemented by a series of tasks, or milestones.

So what are milestones?

Milestones are simply tasks covering the range of issues which must be undertaken to better manage forested areas. Milestones contained within a forest agreement may include, for example:

  • The development of environmental management systems (EMS).
  • Preparation of management plans for areas of high conservation value.
  • Annual reporting on harvested timber volumes and other forest products such as firewood.
  • Expanding a coordinated approach to land management issues, such as pest, weed and feral animal control.
  • Exploration and engagement of joint venture initiatives with local landholders and Aboriginal people.
  • Monitoring of a set of criteria and indicators.
  • Developing strategies with stakeholders to provide cooperative management opportunities.
  • Preparing management plans for tourism and recreation within forest areas.

RACAC presided over the NSW Forest Agreements program
from June 1995 to December 2003.

For continuity this site remains under the name RACAC.
However, project management and monitoring of the
NSW Forest Agreements are now provided by the Resource
and Conservation Unit
of the
NSW Department of Environment
and Climate Change.
